Sweeping Changes to Games of Chance Regulations: Higher Fees and New Obligations for Organizers

The Draft Law on Amendments to the Law on Games of Chance introduces significant changes aimed at modernizing the regulatory framework and enhancing control in the gaming industry.

The proposed amendments bring new legal definitions, stricter operational requirements, and substantially increased fees for gaming operators. Key changes include the introduction of player self-exclusion mechanisms, restrictions on cash payments, enhanced video surveillance requirements, and new regulations for online gaming platforms.

The draft also addresses the operation of foreign gaming operators and introduces measures to prevent illegal gaming activities. Notably, gaming establishments will face new restrictions regarding their proximity to educational institutions and the serving of alcoholic beverages. The law proposes significant fee increases for various gaming licenses and operations, which is expected to boost budget revenues while promoting more responsible gaming practices. These comprehensive changes reflect the industry’s technological advancement and the need for stronger regulatory oversight in the Serbian gaming sector.
